Disclosure of ‘no FSC sales’ to be publicly available

FSC has published a new advice note, Public disclosure of ‘no FSC sales’ (ADV-STD-20-011_15_V1-0) on 1 October 2025, which is available in page 15 of the FSC-DIR-20-011 Directive on Chain of Custody Evaluations. This Advice Note will become effective on 1 January 2026.

With this Advice Note, when an organization reports ‘no FSC sales’ to their certification body, this information will now be public. The FSC Public Search will feature an option for viewers to see the names of the certificate holders who declare ‘no FSC sales’ from 1 January 2026. FSC certified companies are invited to use this information for due diligence and compliance processes as well as for communication with their trading partners.

Recent integrity investigations, such as the Eurasia Integrity Workplan and the bamboo-based toilet paper case, have identified issues with false claims made by certificate holders who had reported ‘no FSC sales’. This information was previously not included in public disclosure. As false claims pose a high risk to the integrity of the FSC system, making the sales activity status public information ensures more transparency in the system.

As certification bodies already collect this information, the change this Advice Note provides is that this information can be made public. Additionally, certification bodies will input the time period since the previous evaluation to which the status of ‘no FSC sales’ refers. FSC has created an additional guidance document for certification bodies to help ensure this change can be implemented smoothly.

Consultation

A focused consultation on the draft advice note was held from 11 July to10 August 2025 with the participation of interested stakeholders. Overall, the results were positive, with the majority responding that the consulted draft changes were clear. There were, however, some concerns about the implementation of this by certification bodies, on the topics of: data privacy, workload, and overall value of this change. These considerations have been incorporated in the final version of the Advice Note.
