On 4 October 2019, the Parliament approved the “Action Program of the Cabinet of Ministers of Ukraine”. Among the tasks assigned to the Ministry of Energy and Environment, one stated “Ukrainians conserve natural ecosystems for posterity”. Indicators of the effectiveness of achieving this goal include "increased forest cover and certification of forests in accordance with FSC requirements".

Forests managed according to FSC’s standards follow 10 strict principles relating to environmental and social benefits. These cover a broad range of issues, from maintaining high conservation values, the environmental assessment of operations to community relations and workers’ rights, as well as monitoring the environmental and social impacts of the forest management.

The inclusion of the FSC requirements in the Action Programme is an example of the successful cooperation between NGOs and public agencies. The government must; however, work on improving legislation and the enforcement of law to strengthen forest management in general.
